Well guess what? It is. Say hello to "Prison Architect"! A game that puts you in charge of not only a jail's structure, but every aspects of it's day to day operation. It's a lot like playing The Sims, if all of your sims were violent convicts hell bent on stabbing you in the kidney with a sharpened toothbrush if you give them the chance.
There are several types of 'rooms' available to build including the kitchen, yard, canteen, offices, security, armory, showers, infirmary, workshop, and many more. And of course several kinds of cells such as the dreaded solitary confinement used to punish any inmates that break the rules. All of these serve very specific purposes that help keep your prisoners happy/peaceful, puts those same convicts to work making you money, or gives you more options on how to run/improve your jail.
All that and even a few specialized units that come into play when chaos ensues such as firemen, paramedics, and fully geared riot police.
These are your troops in the fight against your institution spinning out of control. And believe me, the inmates will try to grab the wheel at every turn. The hooligans attempt all manner of actions to subvert your orders like smuggling in contraband, stealing weapons/tools from various rooms, digging escape tunnels, starting fights at the drop of a soap, and so on. But they aren't all bad. If you keep their needs met, the majority of them serve out their sentences in relative calm until they are finally released back into society.
